The report states that there are constraints to wielding the H–2A program for growers; there are many challenges to reforming the program: wage, cost, regulation, and administrative delays. The report brings to the forefront the vital need for reforms in our agricultural visa policies. The benefits seem to outweigh the deficiencies, especially regarding the domestic labor shortages and the impact on our food supply. Members of Congress may use this report as a basis for discussions in a bipartisan solution to reform. The final report of the H-2A program will summarize the decision.
